Bylaws

Article
I NAME
·
The name of the interest
group shall be
Supervisors, Administrators and Managers, also known as SAM
Article
II PURPOSE
·
To provide opportunities for
networking to library
managers, administrators, supervisors and other interested library staff
·
To encourage, promote and
sponsor workshops,
training sessions, and continuing education programs for new and
continuing
managers, administrators and supervisors
·
To encourage, promote, and
develop mentoring of new
managers, administrators, and supervisors
·
To encourage new members to
become active
participants in our professional organizations
Article III
MEMBERSHIP
·
SAM shall be open to any
member of WLA
Article
IV OFFICERS
·
The SAM officers shall
consist of Chair, Vice Chair
and Secretary
·
Any office may choose, by
membership vote, to split
the duties between two co-officers. The Chair has the authority to
appoint a
Treasurer if necessary. Officers shall serve a one (1) year term.
Officers may
be re-elected.
·
The SAM officers shall be
responsible for the
implementation of the purposes stated in Article II
·
The Vice Chair shall perform
the duties of that
office for one year (assisting the chair with programs, communications
and
meetings) and shall then succeed to the office of the Chair for one year
·
The Secretary shall record
minutes of all
membership and Steering Committee meetings provide copies of those
minutes to
the Steering Committee members.
·
The Secretary shall provide
copies of any materials
sent to the membership to the Association Coordinator.
·
All out-going officers shall
submit a report of
their term’s activities to the Chair for distribution to the in-coming
officers.

Article
IV SAM STEERING
COMMITTEE
·
The Steering Committee shall
be composed of the officers
and shall conduct all business pertaining to SAM.
Article
VI ELECTIONS
AND TERMS OF OFFICE
·
Election of Officers shall be
conducted by ballot
to the membership. Elections may be held via mail, membership meeting
or
electronically. Majority vote of the members responding wins.

The Steering Committee may
provide nominations
Article VII: VACANCIES
·
In the event of a vacancy in
the Chair
position,
the Co-chair or Vice-Chair shall become the Chair. Otherwise
nominations by the steering committee, volunteers or nominees, will be
sent to a vote
of the membership (see article VI). All other vacancies in
Steering Committee
offices or in other committees shall be filled by the Chair.
Officers
appointed to fill vacancies shall serve
until the next regular election.
Article
VIII MEETINGS
·
SAM members are encouraged to
attend all SAM
meetings. Electronic forums may be used to conduct meetings.
·
A minimum of one
business meeting of the Steering Committee, shall be held
each year in conjunction at the annual
conference of the Washington Library Association.
·
A quorum consists of 50% of
all members of the Steering Committee.

IX FINANCE
·
The Chair is responsible for
all IG financial
agreements
·
SAM finances conform with the
WLA policies and
procedures
Article
X AMENDMENTS
·
The bylaws may be amended by
a majority of membership
votes.
